Turns out you caught a nice fat bug here :-) I am surprised nobody saw it before. You seem to be the first person who bootstrapped CVS Fink for quite a while.
The problem is that during bootstrapping, gettext is built twice, once in /sw/bootstrap and the second time in /sw. The bug is that the second time, the ConfigureParams are not evaluated again, so they keep the "bootstrap" inside.
