Our ability to do this relies on the BuildConflicts functionality which is now present in fink. By using "BuildConflicts: openssl-dev, openssl097-dev", we prevent the packages from linking to the fink versions, and they are forced to link to the system's version.
One thing to test and to think about is what happens to BuildConflicts when several packages are batch-installed together. I think there was a report that it may then not work as expected. Perhaps this happens only when there are BuildDepends and BuildConflicts for the same package, but I am not sure.
Perhaps this would be important only for the bindist, and there one could control this situation by not installing things that depend on openssl-dev together with things that conflict with it.
