One thing to note is that postgresql80 (>=8.0.2-11) now includes PostGIS. The current info file depends only on 74, and should be modified to depend on 80.
My suggestion is to have variants of gdal depending on postgresql version, as there are too many variants of of postgrtesql already. This will require a tremendous effort of the maintainer(s), but as GDAL is used in many GIS applications now and many apps have different issues with GDAL/PostgreSQL, this will be necessary.
In general, my philosophy is for postgresql to always point to the old version, but I keep all the postgresqlXX packages around so maintainers have time to update their builddeps, and so that people can dump/restore old databases.
Feel free to pretend that 73 and 74 don't exist for the purposes of packaging. Always point at the newest.
