The new pkgs resolvs the conflict by installing differently named
files. Since the filename is hardcoded at compiletime, one is stuck
with "whichever one was present at compiletime" at runtime. We've
already explained that, and it's also discussed at the end of the
description of the Depends field in the Packaging Manual.

Pick one. That's what we've been saying ever since this binary
incompatibility was noted on trackers in the original freeglut
submissions.

Fink has never claimed to have that capability, and it's clear from
observed behavior that in fact that capability is not present.

No. db42 and db42-ssl contain the same-named files and these files
binary compatible. One *can* mix'n'match -ssl vs non-ssl between
compiling and running and it's all okay.
