No.  It appears that you have an old version of the fink package manager,
or perhaps you are running the stable tree only?

In the former case, "fink selfupdate" will help (and in any event you'll
want to run "fink selfupdate" after you get the update to 10.4 properly
working).

In the latter case, assuming that you don't want to start over with fink
(in spite of the suggestion to do so on the website), your best bet is to
download fink-0.23.10.tar.gz from 
  
http://sourceforge.net/project/showfiles.php?group_id=17203&package_id=13043&release_id=326600
untar it, and run "./inject.pl" from within the fink-0.23.10 directory).
