A reason to package a patched release build or even a CVS version, would
be to work around a known specific problem reported by a user, like a
crash etc.. Testing new features or improved standard compliance do not
factor in there, IMO.

I basically agree with Peter and Max, unless other packages depend on
Fortran language's standard compliance. If other packages, mainly
scientific or engineering ones, had difficulties of building/running
caused by the inconsistent compliance of gfortran/g95, patched release
or CVS version would have meanings, and should be acceptable.
