Hi all,

I wnat to make a package of ECW
(http://www.ermapper.com/downloads/default.aspx#1) and have several
issues.

Is there any packaging guideline for the programmes that require user
registeration for download (see URL above) ?

No. I am not aware of any case where that has happened to us before. Normally stuff which requires such a thing is non-free or has an overly restrictive license, hence it's not a big surprise that you don't see this often when packaging things for Fink :-)

Also, if it allows modification and redistribution, but the
modifications have some restriction, what should be in LICENSE?

It's clearly "Restrictive" -- if we can package it at all. OK, so you can use it in GPL apps (though I don't know how 'free' that is... you say they offer a 'free license' for GPL apps, but how does that license look like, precisely?). But for anything else, e.g. BSD styled licensed apps, it's restricted.

Maybe I should contact them?
Definitely. Maybe they don't even want a Fink package... Wouldn't surprise me considering their licensing scheme... If they are OK with it, you need to ask them for either a non-reg download link, or for permission to host a copy of the source. However, both would of course counter their own reg system.
