Our current policy is that one should not rely on implicit dependencies on Essential packages. Given that %p/etc/profile.d scriptlets are loaded by %p/bin/init.*sh that that many packages that install profile.d scriptlets won't work if the profile.d isn't loaded, should these packages declare Depends:base-files?
