Is there anything else I need to do before submitting the package? I still don't get how to include a binary in my package.

Since there is no install target in the Makefile, I'd use install.

You also need a docfiles field
DocFiles: COPYING README pdf2xml.dtd
Note that %i is the dir that is used to build the package, whereas %p is /sw.
