Traceroute? Ping? Some combination of the two? Have the user specify country (and maybe state/province), then look up a list of adjacent/nearby states/countries, then run a traceroute and ping on that list of mirrors. Take some combination of most rapid response time and shortest route (which are going to be equivalent in 99% of the cases) and use that to select a mirror.
