Good point. The built in version on Panther (1.10) lacks a bit of the functionality included from later releases, but it _does_ work. However, it might be nice to have a later version for Panther users to downgrade to, owing to the aforementioned functionality concern (for example, you can't make a clean checkout of fink or the doc tree using cvs-1.10).

Since Tiger's got 1.11.20 there's not much use in putting out a +1 minor version bump there.

So if people don't object, I'll solicit feedback from general users and move 1.12.13 to stable (with appropriate gettext flavor dependency , of course). 1.11.20 is already in 10.3/unstable, but I may go ahead and bump that to 1.11.21.
