That's not the 10.4-transiitonal .info file. But at any rate, Depends
are also treated as BuildDepends unless they are satisfied by a
package in the .info itself. You have no %e in the versioning of the
%N-shlibs dependency: =%v-%r, which means epoch 0, is not satisfied by
%v-%r of epoch 3. Because the SplitOff package does not satisfy, fink
looks for an external %N-shlibs package that does. Which does't exist
obviously. If this .info *ever* worked, it was because you happened to
have an %N-shlibs that satisfies already installed.
