I have no problem to download this file. If this fails again for you, maybe
you can download it manually with a browser and install it directly using
sudo dpkg -i readline5_5.0-4_darwin-powerpc.deb
Not sure what the problem was, but it did happen again repeatedly.
However, your suggestion for downloading and installing manually worked
fine, thank you.

Just make sure that it has the right size: 316514 Bytes, not 1 Byte.
