According to James Robinson on the bug tracker item #1572715, the reason 
for this problem seems to be a bad interpretation of the

field in the popt package description. It could be that this is tied to 
a specific version of fink (0.25.0?) or of the fink-mirror package.

To test this explanation, it would be interesting to see if those who 
are having the problem with popt see it also with other packages that 
have the mirror:master: Source field, for example

jam
wmmail
bsdiff

The suggested workaround is to download the source tarball by hand and 
place it into /sw/src/.
