I've finally gone ahead and committed nco and its updated versioned dependencies to 10.4/unstable. Because libnc-dap3 didn't have an install_name change, I didn't create a new package name for the updated version. However, I did leave the prior version (3.5.2-1001) available, in case of upgrade issues.
