If a perlmod depends on a perl-versioned perlmod, then it also has to be versioned. It used to be done several years ago, but I believe it caused a lot of problems and the policy was changed. I'm not sure how to handle going from a non-versioned to versioned perlmod though. Maybe after the holidays one of the fink core devs can give you a better idea.
