I would think so, but as a check , here, using octave-atlas, I get:
# grep 'BLAS_LIBS=' /sw/bin/mkoctfile
: ${BLAS_LIBS="/sw/lib/liblapack.dylib /sw/lib/libf77blas.dylib"}

while after "fink install octave" I get :
# grep 'BLAS_LIBS=' /sw/bin/mkoctfile
: ${BLAS_LIBS="-Wl,-framework,Accelerate"}

It are those BLAS_LIBS that you see in your command line ..

I'm still puzzled _ it is true that the -atlas variant has been in  
unstable
(commited by accident) for about half an hour, the time to repair a
set of accidental commits ...
But even if you had selfupdated during that time, I'm sure you
would remember having done an explicit "fink install octave-atlas" ,  
no ?

If the above grep doesn't give the right answer _ I would suggest so ...
