This response comes not automatically from sourceforge, but from some 
Fink developer who tries to be helpful by treating the tracker backlog. 
Sometimes Fink developers are too tired...

No. You should, as you have been doing, use the submission tracker, and, 
if your submission is ignored for too long, send a reminder to the list.

Treating the packages waiting on the submission tracker is not an 
automatic procedure; it is not even done in a very regular fashion, it 
depends on the good will and the amount of free time of a handful of 
volunteers, both of which are subject to strong fluctuations. So please 
be patient. And be assured that both the Fink developers and the Fink 
user community do appreciate your contribution.
