Usually you are supposed to keep an eye on fink-devel to see what is 
happening to Fink in general, and perhaps on the other mailing lists to 
see possible bug reports for your package.

Then you can always think about improving your package. Concerning kloc, 
I find it a bit too minimalistic: It is common practice to put something 
into %p/share/doc/%n, for example using

DocFiles: COPYING CREDITS

Otherwise IMHO, no, you are not obliged to do anything.
