I think it was available in the 0.27.x series at some point.  Maybe go 
for 0.27.7 as your target minimum version, since that was one of the 
first Leopard-supporting finks (and is older than anything that's 
current/stable).  I'm not sure if the validator looks for a minimum fink 
version for it.

You're sure that the validator didn't complain about it as a Depend, 
instead?  You could do a quick local check by making up your .info file 
with the xcode virtual dependency and running "fink validate" on it.  
That would tell you for sure what the validator thinks is appropriate.
