I think the builddependency on xcode must be >= 3.1.1. The reason is 
ppl, which bdeps on gcc4.2. The latter is a virtual package that only 
exists when gcc-4.2 from xcode >= 3.1.1 is installed.

If stock Leopard xcode-3.0 (and therefore no gcc-4.2) is installed, 
there is an error message

Can't resolve dependency "gcc4.2" for package "ppl-0.10-1" (no matching
packages/versions found)

and the user has no way of finding out where this gcc4.2 package is 
supposed to come from:

% fink info gcc4.2
Information about 8624 packages read in 0 seconds.
Failed: no package found for specification 'gcc4.2'!

I remember vaguely that this was discussed a couple of months ago 
already, but it only hit me now on a 10.5 machine that I tried to 
update-all. It had cernlib2005-gfortran installed which recently 
switched to bdep on gcc44. I am not otherwise interested in installing 
gcc44 on that machine, and did not even know that it was going to be 
installed, because before fink even gave the list of packages to update 
and to install, the above error message about gcc4.2 appeared.
