There are now two threads going on about this subject, one in -core and one in -devel. Since I don't belong to -core, I'll follow up here.

FWIW, I did a quick scan of all packages in unstable, and none of them (Build)Depend on module-build-pmXXX-bin. Of course that doesn't mean that there would ever be a package that doesn't.
