new users' questions on using Fink, not for packaging questions.
fink-devel@lists.sourceforge.net is where you should ask those.

Have you looked at the packaging tutorial:

and packaging manual:

?

Also, you didn't note that this likely refers to

It makes it easier to understand what you're doing if we have access
to the package description, and I, personally, really get annoyed when
