Once you get things set up, give up on binary updates for the time
being.  There are no binaries for 10.6.

FinkCommander, not Fink.  The Fink Commander version and Fink version
aren't related at all and Fink Commander's is mostly irrelevant.

Your issue is *not* with db42-ssl-shlibs.  The package that is
complaining is fink.  In the future, don't send have your subject be
anything other than the package that is actually failing.

You're using the 10.5 distribution on 10.6 and it's not working.  And
your fink package manager version is too old to understand 10.6.  I
assume you updated your OS with Fink installed?  It appears that you're
not going to be able to update fink to a newer version.

Try these instructions on how to capture the list of installed packages
and do a fresh install Fink for 10.6:
