Did you read the section of the packaging manual on the Fink directory
layout:

?  In particular:

/sw/bin 
This directory is for general executable programs. *There are no
subdirectories*.

You're not building a standalone app bundle, and I don't see a
compelling reason why the package needs a private directory, rather than
being laid out like the TeX distros which are already in Fink.
