I take it that only the enhanced Command Line Tools checks and
not those X11/Xquartz made it into fink 0.38.4? If I move aside
/usr/include, the new error occurs as expected when building a package
with fink...
% fink -m -K rebuild xft2-dev

However, if I move aside /usr/X11 and /usr/X11R6 instead, to simulate
upgrading OS X without reinstalling X11/Xquartz, executing....

ignores this defect and proceeds with the build.
