I was able to build this version of gcc48 on my 10.9 setup. What do you
get from
ls -l /sw/src/fink.build/gcc48-4.8.2-1001/darwin_objdir/./gcc/as
?
Regarding the VERSION file complaint, check the permissions for your
/sw/fink/10.9 and /sw/fink/10.9/VERSION I have:
$ ls -l /sw/fink/10.9
lrwxr-xr-x 1 root wheel 4 Oct 27 19:49 /sw/fink/10.9 -> 10.7
$ ls -l /sw/fink/10.9/VERSION
-rw-r--r-- 1 hansen wheel 11 Jul 20 2011 /sw/fink/10.9/VERSION
With regard to the perl issue:

I have the same locale settings as you do, but I don't get any perl
complaints. You're using the system's Perl?
