No. It is only available via Fink in fact :) The -9 indicates the fink revision of the package. In this casem 1.0.6-9 is almost identical to 1.0.6-8 only that the missing gdbm dependency was added. You can already get it, but that would require you to use the unstable tree, or copy the .info file to your local tree. But there really is no need for you to worry about this right now.
