Max: Sorry for the confusion.
The issue with Fink 0.2.4a and 0.3.2a was that there were problems early in the bootstrap process that prevented the installation of dpkg. Specifically, compiling gettext would fail because of a missing file or directory in perl5/Services.pm. Fortunately, I was able to install 0.2.3 from source without problems, and inject the newest package descriptions into it. So far, all packages have installed smoothly, and are stable. I find it mysterious that these other versions of Fink would not install correctly, and 0.2.3 would... but, a heck of a lot of *NIX stuff confuses my feeble mind. It could have to do with the fact that I'm running pure darwin (not OSX) on an old world machine (9500/180MP) using XFree 4.20... Anyway, thank you for your help and encouragement, without which I would have resorted to angrily bitch-slapping the machine into submission. The old fink 0.2.1 package manager is lacking many many features the current fink has, meaning you will potentially end up with broken stuff.
