This is a generic psgml and Emacs issue. Older versions of the
psgml package made use of 'after-change-function', a function
that was marked for deprecation in Emacs 20. It was removed in
Emacs 21.

You need to update your psgml package.

You can find the latest versions of psgml at sourceforge:

    <http://psgml.sourceforge.net/>

The most recent versions are patched to use the newer function
provided in Emacs 21 to replace 'after-change-function'.
