Follow-up to this: This seems indeed to be a problem with this version
of gnu-emacs that has been fixed since: In man/emacs.texi and
man/maintaining.texi, occurrences of
@ref{,Emacs Lisp,, elisp, or similar
have to be changed to
@ref{Top,Emacs Lisp,, elisp,
Older versions of makeinfo didn't complain, but newer ones break on this.
