I don't yet see what this can be, because usually configure goes to
great lengths to define an acceptable value for the variable CC if you
don't have it defined in the environment. One thing would be useful in
any case, however:

If your fink install windowmaker fails with a configure error, you get a
file config.log in /sw/src/windowmaker-0.80.0-3/WindowMaker-0.80.0/
which should contain some more information about what happened. Have a
look at this file (in your case in particular what it says about the
PATH variable) or if you don't see yourself what's the matter, send the
last 50 lines or so to the list.
