I don't yet see what this can be, because usually configure goes to great lengths to define an acceptable value for the variable CC if you don't have it defined in the environment. One thing would be useful in any case, however: If your fink install windowmaker fails with a configure error, you get a file config.log in /sw/src/windowmaker-0.80.0-3/WindowMaker-0.80.0/ which should contain some more information about what happened.
