Are there relase notes somewhere (or anything that describes the changes for 
this release)?  There's nothing about it in the email, on main page 
(fink.sf.net) or on the upgrade page.

Fink 0.4.0 was released today. The source release and the binary installer

As usual, the bulk of the binary packages will be made available gradually
over the next few days as the packages are being built and uploaded. If you
miss something, just keep hitting "[U]pdate" in dselect.

With Fink 0.4.0, Mac OS X 10.1 is the operating system of choice. System 10.0
is not officially supported anymore, and if you still use it, installing the
(free) upgrade to 10.1 is strongly recommeded.
