Following the other thread on this topic, "Upgraded KDE refuses to 
start up " I did dpkg -l | grep kde  and noticed that the ssl 
versions of the kde packages are not upgraded and this was the 
problem. After upgrading to the base non-ssl version, KDE started up. 
This may be the problem with others who are trying to upgrade from 
ssl versions of KDE.
