Apparently the info file hasn't been updated since fink stopped using prdownloads. I've cc'ed the maintainer.
In the interim, you can try using a browser on the old URL--it should actually be an HTML file that links to a list of usable download sites. If this works, download the tarball and move it to /sw/src. Then you should be able to do the update-all with no problems (unless you have another unhappy package).
