I've had this happen to me occasionally, mostly when doing strange things
with changing screen resolution. It is the X root window.

I'd actually like to be able to reproduce it more dependably. I would
really like to have a patch of root window handy. In fact, I'd rather have
the root window be the background of all other apps so that clicking on
non-window space would take me to XDarwin, not the Finder, and my window
manager would be able to catch click events on the root window.

You can click on it, but you don't have anything that responds to it. If
you were running a window manager configure to respond to clicks on the
root window (twm and its default configuration, for example), you would be
presented with a menu or something similar.
