It looks like pcap-int.h is an internal libpcap header. Apps should not 
be using it, that is why libpcap does not install it. This is not Fink 
specific.

If your app needs it just get it out of the libpcap tarball, it is 
there. /sw/src/libpcap-0.6.2.tar.gz

If you do get the app working, please consider making a Fink package for 
it so others can benefit.
