This looks like you don't have the jaguar developer tools installed, but have instead some old dev tools (possibly from 10.1). Go find the jaguar dev tools cd and install it (remembering to select the bsd sdk from the custom install option), and all should be well. You may also want to download the August update for these which is available from http://connect.apple.com (free with registration).
