I have the following for /sw/fink:

drwxr-xr-x   14 hansen   admin         476 Oct 15 15:37 fink

and for /sw/fink/10.2:

drwxr-xr-x    6 hansen   admin         204 Oct 15 15:37 10.2

I seem to recall that somebody had a similar problem on 10.1 a while
back.  Maybe try moving /sw/fink/10.2 out of the way and doing the
selfupdate-cvs:  it should reconstitute the directory, subdirectories,
and files with appropriate permissions.
