Turns out this is configurable. Have a look atI can't write on file ../b/b.aux
/sw/share/texmf/web2c/texmf.cnf
It has a line "openout_any = p" ('p' as in 'paranoid').
It also contains some explanation.
To change it, you need to put a line "openout_any = a" into some texmf.cnf file. Where the best place for this would be, I don't know, but I found that if you stick it into /sw/texmf.cnf, it will work.
