I too did a fresh install and got exactly the same error. In my case, I did it with backup, and was able to set back to the previous CVS installation. (Before the fresh installation, I changed /sw to /sw2 and /usr/X11R6 to /usr/X11R6backup with a symlink from /etc/X11 to /usr/X11R6 changed to /usr/X11R6backup).

As an afterthought, doesn't running "fix-fink" detect what's wrong?
