Looks like an older version of what we have in Fink. Compare the texts you quote with http://cvs.sourceforge.net/cgi-bin/viewcvs.cgi/fink/dlcompat/Attic/README?rev=1.2&content-type=text/vnd.viewcvs-markup

or with the README file in the dlcompat package. The "fink's older dlcompat" that is mentioned there is not the one in Fink right now; it is the one originally written by ChrisP that was later (in March 2002) replaced by a version rewritten by Jorge Acereda and Peter O'Gorman.
