[Fink-users] Missing resource?

I tried to install the Frontline Gimp Plugin today, and got this error message:

checking for poptPrintHelp in -lpopt... no
configure: error: *** Cannot find popt
### execution of ./configure failed, exit code 1
Failed: compiling frontline-0.5.4-1 failed

There is a popt file in fink, but I don't have it installed, and fink didn't include it in its list of files to be installed - is something else wrong?
