I've been unable to install any of the new KDE packages because of this identical problem. I've used both Fink's teTeX (old and new) and teTeX (experimental) from Gerben Wierda. I contacted Thomas Kotzian about it a few days ago, but there has been no solution.Good to know it is a real problem then. Has anyone out there manage to compile doxygen and is willing to share their .deb file? Although I would think doxygen having failed to compile its own documentation might just fail likewise compiling KDE's documentation...

Alternatively, can one just simply ignore the error message and build the package anyway? A switch like fink --ignore-error would be nice.. though hackish.
Need to get kdegames up to test a Reversi AI engine I am working on against.. it is still the strongest engine I've come across so far. Not urgent though... and I can always install KDE 3.0.7 from binaries.
