I got the same when I upgraded tetex via apt-get from another machine. Reinstalling tetex-base alone solved the problem. I didn't get the error when building from source, however.

I think it happens when the new tetex package is unpacked, but not yet configured, so that dpkg still sees the old file list from the previous version of tetex. It must be something similar in your case, because your list of installed files does not contain tetex, but dpkg complains about it. "dpkg -l tetex\*" might give more information. Then if fink install tetex-base doesn't help, maybe "dpkg --configure tetex".
