My apology if it's been asked before (I did try to look it up in users
and beginners archives). I've created /etc/hosts.deny with ALL: ALL and
an empty /etc/hosts.allow, hoping it'll block all ssh connections, but
it didn't work.

Additional details: I enabled Fink's sshd (the latest unstable version)
and NOT running Apple's version. I also created links to the hosts.deny
and hosts.allow files in /sw/etc, just in case sshd is looking at
/sw/etc.

Also my ultimate goal is to be more specific in /etc/hosts.deny - I
know if I only want to block sshd requests I can simply stop running
it.
