PASV is a valid ftp command, but is optionally enabled on the remote ftp server.  Many 
users are behind firewalls which require passive ftp access, meaning the data and 
control streams are initiated by the client, rather than the server.  This gets 
through many firewalls.

The alternative is if you're going through an ftp proxy, it may block the PASV 
command.  I don't know why it would, as active ftp proxies are more difficult overall.
