Unfortunately this error message only looks like it is very specific. In reality it is not. It appears when the freshly compiled emacs is run for the first time during the build process and it just means that this binary does not work, but it doesn't say why.

I suspect nobody is answering because nobody knows what is wrong. We had this situation several times both with emacs21 and with xemacs. It built OK for some people and not for others. The problem then went away eventually after some minor changes in the config options or whatever, but IIRC no explanation emerged.

Sorry for being unhelpful; maybe someone else has an idea.
