base packages CAN be removed. Only 'Essential' packages can't be removed, and not all 'base' are 'essential'. However, as drm stated, the passwd users never are removed.
Currently, passwd can't be made optional due to various issues. It is all-or-none, and some packages won't work without their users. Also, users can mix binary and source installs, creating further issues.
An enhanced passwd which only installs the needed users (ie, you only get user postfix if you need postfix) is planned, perhaps i will make that my next project, though it is tricky and won't satisfy everyone.
