That's because it's not frequently asked ;-)

Basically, a normal package has to build reliably and get positive feedback
from users to move to stable--in addition, all of its dependencies must also
be available in | added to the stable tree, too.  A stable package typically
becomes available in the binary distribution whenever a new Fink point
release comes out.
